Technology Base Research Projects Assessment Study

The basic technology research program, (BTRP) is designed to observe new phenomena, discover new laws, advance new theories, and invent new techniques. Characteristically, it will be a long time before scientific research achievements can be obtained, the long term effect of which can be accurately reflected through the post-evaluation. Furthermore, whether the post-evaluation index system is scientifically and completely devised is considered as crucial to the effectiveness of the post-evaluation.After making a literature review on the BTRP and the post evaluation methods, the thesis firstly establishes the evaluation standard, the evaluation basis and the selecting principles of evaluation experts. Secondly, a further study is made on the post evaluation system including the formation of the evaluation institutions, their functions, their requirements and the evaluation steps. Thirdly, considering the short-term fruit and long-term effect, a series of BTRP post evaluation index systems are constructed on the basis of the research of the post evaluation standard and system. Finally, the application of theories and methods is analyzed and explained by means of a case study.The thesis proposes to make a comprehensive evaluation integrating impact factors and retrieval systems for sci-tech literature. In addition, the difference between various subjects in scientific research is required to be reflected by distinct index weights so as to produce a scientific decision-making basis for the post evaluation.
