As a special commodity, food is always a major strategic issue. In a new century, due to the pressure of economic globalization and population growth, the gap between food production and strong demand is becoming wider and wider, which arouses popular concern with food security. For this new environment, the discussion about food growth in economic are no longer confined to emphasize the natural conditions, traditional inputs and capital stock, but noted the effects caused by opening macroeconomic situation and economic policies on agricultural.There will be a numerous recognition about the effect of agricultural policy. As a make-up of market mechanism, agricultural policy will have played a great role in agricultural economics by changing the direction of technological progress, allocation and income distribution. Therefore, it will be meaning by anglicizing on the input elements and agricultural policy elements comprehensively. In theory, it will reflect the comprehensive effect of various factors. In reality, it also provides the necessary measures for food production.Shania is one of the traditional agricultural provinces in western; food production is the foundation for its development. This paper analysis the element of agricultural in Shaanxi Province from 1978 to 2007. Dichotomy idea has taken in this paper. And the reference are summarized from two perspective.Then reasonable part will be absorbed in this paper to establish the index system for Shaanxi Province.After that, the dominant factor will be extracted by using principal component analysis,also the reasonable explanation will be showed in last part. There are the main conclusions as follows:First, agricultural modernization is the significant factor to promoting the growth of food production in Shaanxi Province. While food production is vulnerable to natural disasters, but the increasing of food production make up for the reduction of arable land. Thus we should focus on the strengthening the agricultural infrastructure, maintain the ecological environment, strengthen prevention capacity and intensive food production.Second, food production in Shaanxi Province are more sensitive to price policy for agriculture, agricultural expenditure is obviously insufficient. Agricultural tax and food production showed a negative relation. So it should be done to establish agricultural price market and orderly system increase the financial support of agriculture and effectively reduce the burden on peasants.Third, grain production is over-reliance on chemical fertilizer in Shaanxi Province. And there are many potential constraints for grain production:scarce water resources, low agricultural water usage, uneven distribution of land resources and the actual acreage.
