As China's economic, social rapidly develop, the demand for construction land is general increased, making China's demand for construction land and agricultural land conflicts between the needs of quite intense. Due to China's limited land reserve resources, only through the construction site from extension to the tapping of existing potentials to expand into full use of idle land to raise the level of intensive use of land to promote economic growth pattern in order to alleviate this contradiction. In addition, widespread distribution of rural settlements scattered, idle and waste issues, the level of intensive use of land is extremely low, there is no doubt that finishing as a rural residential land consolidation and land use an important part of the overall plan is to alleviate this contradiction and effective way. However, with the continuous progress of finishing the cause of the development of a series of theoretical and practical problems began to emerge, in which in order to avoid ownership disputes, how to organize the ownership of the process of adjustment is one of the more prominent issues.Correctly handle the relationship between ownership of land before and after finishing, according to the law recognizes that adjustment and the delimitation of land ownership, tenure and contract rights, to protect the land owners and users of the legitimate rights and interests, to organize the healthy development of rural settlements and rural areas social stability are of great significance. However, the current ownership of land consolidation adjustment of theoretical preparation and practical experience are more a lack of ownership has been in a disorderly adjustment of status, a serious constraint on rural settlements in land consolidation work, ownership disputes have occurred in the finishing. At present, our country ownership of adjustment of the study is still in its infancy stage, is still quite a lack of relevant legal documents, many of the problems arising in practice, failed to be resolved.Paper is based on "Jiaxiang County land use planning revision (2006-2020)" and its thematic study of the specific requirements and socio-economic development planning, combined with the new era Jiaxiang County, the construction of the actual situation in rural areas, to the scientific development concept as the guide, organize patterns of rural settlements based on the analysis, a comprehensive analysis of Jiaxiang county ownership of the process of rural settlements in order to adjust the existing problems and to gather agricultural ranking points have been carried out to adjust the region to sort out and ownership information, and thus for rural settlements Finishing ownership adjustment was used to analyze, select Yihe village of Dazhanglou town in Jiaxiang County as a concrete example, by selecting the relevant factors affecting agricultural land, agricultural land to the original and the new value of agricultural land precipitates carried out quantitative calculations, the difference between the value index and coefficient, meaning the use of value index method for quantitative adjustment of the ownership of the village, finally, in order to make smooth adjustment of ownership, but also further adjust the ownership of the management of security mechanism has been studied for Jiaxiang County to make some practical and feasible safeguards.
