The essence of arable land resources, cultivated land resources for the protection of national food security, maintaining social stability and sustainable economic development is of great significance. In China, we have more people and less land resources, the contradiction between people and land is very prominent, and therefore the protection of farmland has always been a basic national policy of China. Coal mining industry contributed to the development of China's national economy, but at the same time, coal mining subsidence has also occupied a great deal of damage to arable land, so that China's cultivated land protection work even more severe. According to the survey, every million tons of coal mining subsidence of land will be 0.2ha, the country over the years due to the formation of underground coal mining subsidence area has been more than 400,000 ha, the formation of subsidence of land each year reach between 15,000 ha and 20,000 ha, and the collapse of land mainly located in the major grain producing areas,and most of them also in the area of basic farmland. Jining City, Shandong Province, is an important grain producing areas, at the same time, is an important national coal base for major grain producing areas overlap with the main producing areas of coal resources, so it is called typical coal-grain complex area. In this paper, the support of basic research, select the Jining City, as the empirical study area, analysis the coal mining subsidence land of the typical coal-grain complex area, forecast the regional trend of the future land use, look for the existence of cultivated land use issues and put forward policy proposals for the protection of farmland. In a word, we hope for providing the decision-making basis for the protection of farmland in the coal-grain complex area.In this paper, include the following content:First of all, describes the research background, meaning, method, content and innovation points of this paper, defining the main producing areas of coal and coal composite food grain complex area of arable land protection and the concept of basic farmland, while analysis of these relation and differences between the concept. Expounded the principle of land scarcity, utility theory, theory of sustainable development and so on, all of them are the basis theory which support this study.Second, analysis the natural and socio-economic characteristics of the coal-grain complex areas of Jining, basic on the large amounts of data, we pointed out the land use status of Jining, and a detailed analysis the dynamics of cultivated land use change and its driving force, we come to a conclusion, coal mining subsidence is caused by one of the main changes of cultivated land, so we focuses on the status of coal mining subsidence land, including the number of coal mining subsidence land, distribution and type of coal mining subsidence land. After large amounts of data analysis, revealing the mining Coal collapsed in spatial and temporal variation. Furthermore, the use of million tons of coal mining subsidence rate and the probability of integration method of mining subsidence, established probability integration model, select the appropriate parameters, carrying out scientific prediction on the future of coal mining subsidence of Jining, comparison the advantages and disadvantages of two predict conclusions, choice the conclusion of probability integration method of mining subsidence predictions, in the paper, we come to the coal mining subsidence prediction data of the year between 2010-2015 and 2015-2020. As the same time, we predicted the location and distribution characteristics of collapse of Jining coal mining subsidence in the future.Finally, based on a large amount of data analysis, systematic analysis the impacts on the food production, economic and social aspects on coal mining subsidence area of Jining, in summing up the results and problems of administration the coal mining subsidence area, provided the decision-making basis for the protection of farmland in the coal-grain complex area.
