This paper mainly uses the theory of human resource management, and proposes ways to improve the quality of urban management inspectors from many angles. The essay analyzes the human resource management policy applying the theory of authority’s human resource management and the experience of human resource management in common enterprises. The ways proposed constitute a complete system. Under the condition of violent behavior in law enforcement and low efficiency in administration activities, the key for government departments to establish a harmonious relationship between government and ordinary people was to establish an efficient human resource management system. This paper sorts out the latest domestic and foreign study, and introduces the system theory, the recruitment and selection theory, training and development theory, assessment and the inspiring theory, which will be helpful in putting up with ways to improve the quality of urban management officers.This paper takes the example of A city. Based on the condition of urban management enforcement inspectors in A city and the recruitment and selection theory, training and development theory, assessment and the incentive theory, the paper analyzes the problems of the human resource management. The recruitment and selection are the first step to control the quality of urban management inspectors, and excellent inspectors are the basement of training and inspiring. Training is the key step to make sure that the management inspectors learned the right way of work. Assessment and inspiring are the most efficient step to inspire them to work in polite and kind way. These three parts combine an analysis system. And the paper put forward the corresponding practical ways to solve the problem of the low quality of the urban management inspectors. This paper focuses on the efficiency of both the single part of the solutions and the whole corporation condition with the method of system analysis and documents and case study.To be concluded, this paper uses the complete theory of human resource management in practical activity, and connects the urgent problem concerning the people’s livelihood with the classic theory in order to propose a practical and identical solution system, which will be helpful to improve people’s life.
