Accompanying with the steady advancement of reform and opening up, China's socialist market economic system is being constantly improved. Labor and employment system in state-owned enterprises also had a significant change, from the early to the legal and administrative means, the contract of gradual change, while market-oriented labor relations also workers and employees, through consultation on an equal way to achieve the economies of their respective interests.State-owned telecom companies as large enterprises, their system and employment system has been optimized in a state, labor and all kinds of forms,Service workers have become the major operating companies and an important component of human resources is one of constantly creating economic benefits for the employer at the same time, their labor rights are also subject to different degrees of abuse. In the current case, the telecom operators and service workers between formal workers are still impassable gulf between the pay and benefits there is a huge difference, labor workers are excluded from important positions in the outside. To study and explore this part of the employee's employment system, optimal management, not only to safeguard the rights of labor workers, but also on the promotion of key health telecom operators and fast development, building a harmonious society, are of great significance in theory and show.In this paper, human resource management theory and two-factor theory supported by the domestic telecom operators of the labor system, and for A Mobile County, the specific case described in depth, points out the large number of telecom companies to use existing services work problem and the causes of, and to focus on the optimization program recommendations.Telecom operators for the current work in the labor employment system problems, this paper puts forward three steps:First, employment and identity, open up the labor workers access to the formal work of conversion.
