Urbanization is the inevitable process which every city has experienced. Generally, the higher a urbanization level achieves, the more resources and environment will be consumed.In a certain technical level of resources and environment, urbanization largely represents the consumption level to resources and environment, In other words,the consumption strength and consumption quantity to resources and environment is determined by the speed and scale of urbanization. In the meantime, in this case which resources and environment capacity constraints, resources and environment consumption reduces the support ability of resources and environment factors, and may restrain urbanization.This paper takes Xi'an as the range of research, after analyzed relevant information and data, the paper takes an empirical research about the relationship between the resources and environment and urbanization. Based on these researches, the paper judged their coordination. Its main content and research results can be as follows:(1) Using the modified model for Growth drag, with the example of Xi'an, the author calculated and analyzed the dropping extent of urbanization development level which was caused by water and soil resource constraints. The results showed that the urbanization development level would drop 0.010875 percentage points every year, due to the constraint of water resource. Similarly, because the land resource constrained, it would drop 0.004696 percentage points every year. The sum is 0.015571 percentage points and it couldn't constrain urbanization development.(2) Select representative indicators of resources and environment, the paper analyzed the resources and environment consumption in the process of urbanization using granger causality test and pulse function. Results showed that the impact is obvious in urbanization per capita, urban water consumption per capita and gas per capita.(3)Based Urbanization subsystem and Resource and Environment subsystem this paper judged the coordination of the two subsystems combining fuzzy mathematical model. The result shows that:during 2000-2006, coordination is mainly in two ranges. It is in a good coordination state in the years of 2002 and 2003, the rest years is in a high-quality.(4) Finally the paper proposed some countermeasures and suggestions about urbanization path in Xi'an. Mainly includes intensive utilization to resources, to encourage technology innovation, to improve environment, to construct ecological park, to perfect resource and environment management, etc.
