In the promotion of industrialization, the development of China’s urbanizationgoes into the large-scale, rapid development stage. The promoting consumption patterbetween city and countryside and the quickly adjustment of industrial structure makethe country be steady and quick economic development. At the same time it alsobrings a range of resources environment problems, which makes the development ofindustrialization and urbanization restrained. It is a serious problem to make aresearch on studying the relationship and the coordinated development betweenurbanization and resources environment.It will enrich the theory of urbanization that the paper study the relationship ofurbanization and resource environment based on the theory of urban economics andecological environment.Most of the experts and scholars relied on economic growthpoint of view in the study of the resources and environment, the paper standingrelatedissues from the the urbanization perspective of efficient use of resources andenvironmental protection, and open up a new perspective of environmental protection.In this paper it build urban environment entropy model of Hunan Provincelearning from the second law of thermodynamics-entropy principle to,quantitativeanalysis of the impact of the new urbanization in Hunan Resources andEnvironment;Using Growth Drag model to quantitative estimation of the landresources and water under resource constraints.Finally build the index system of newcities and towns in Hunan Province and resources and environment index system,using principal component analysis method to get the final score of the twosubsystems. On this basis, combining the fuzzy mathematics membership function,build urbanization and the coordination of resources and environment evaluationmodel, estimated that the1996-2010period both coordination state.The empirical research is conducive to promoting the process of urbanization inHunan Province’s Urbanization; It will be conducive to promoting the two types ofsocial construction in Hunan Province; And it aslo will be conducive to the preventionof Hunan Province, resources and environmental problems that may be encountered inthe process of urban,and will promote the coordinated and sustainable development ofHunan Province and the surrounding area has a certain reference value.
