Studies Of The Urbanization Effects On Water Environment

It is obviously that urbanization has been the most important socio-economic phenomenon, and also it has been the strongest human activities over the word. The rapid growth of total socio-economic has leed the urbanization process to speed up, however, because the economic structure was not reasonable and the shifting way of economic growth slow, the economic development lead the water resource consumption to be heavier and water pollution discharge to be more, which made the situation that the resource restrict economic development be more serious and the urbanization had to be faced with a perplexedly circs. Thus it is significant of theory and practice for the paper to interact the mechanism between urbanization and water resource & environment according to the province's urbanization strategic development.Based on the summarization to the prolems of urbanization, water resource and environment as well as study of strategic environmental assessment, the paper first made a brief overview of the strategic measures for the urbanization development and the mainly changes of socio-economic since the year 1995 when the urbanization acceleration time came. Secondly, according to the circumstance of urban-water use and the water environment evolvement, the paper made a comprehensive assessment to the coordination of urbanization system and water resource and environment system. Thirdly, it made a forecast of the balance of urban-water demands and supply in the year 2010 and 2020 with a simple prediction of the combained impact to water environment.The conclution was as follows: the urban population growth made the water demands for urban life keep increasing constantly, and that the quantity of water use for indusrial kept declining since the year 2000 mainly because of its recycling rate advance while the Industrial Structure adjustment effect less. The advanced level of induatrial water-saving, water recycling and end-point management lead the coordinate between the urbanization sub-system and the water environment sub-system gradually move from maladjustment towards coordinated development and improve towards virtuous circle. If only under the assurance of second water supply based on South-North Water Diversion, water recycling and other water-saving measures, the water supply could meet the variety of urban-water demand in 2010 and 2020, however, although the quantity of pollutant emission would be declined by 40% and 70%, the water resource and environment situation in Shandong Province must remain strait.At last, according to the results, the three regulation policies from suatainable path of urbanization, change of water supply mode from 'Demand First' to 'Supply First', policy guide and approach oriented population and industry layout as well as the ecological transformation of river channel were correspondingly suggested, which provide some ideal lines for the coordinative development between urbanization and water resource & environment in Shandong Province.
