21 century is a regional development and regional competition century. The brand trend has extended from the commerce field to every social field, and it is one of the important fields, and the visual symbol system of regional brand design is an important part of the region.Basic on art layout point that symbol designing and statistical data of quantitative analysis method and system analysis involved, we used the method of integrating theory with practice to probe Binhai New Distinct brand image visual symbol system building. Based on the construction of regional brand of Binhai new area, we analyzed the influence of Binhai new area brand image positioning related factors, environmental factor and the system factor. The regional brand positioning should focus on tourism, culture, investment and market. This will clear the brand of Binhai new area of regional brand positioning and brand image visual symbol system design and regional development, and this should adapt to the new study, the analysis of the key position as "massiness, broad and creation ", and not simply "manufacturing".The paper's symbol system designing part involve Binhai New Distinct visual symbol system designing, brand image promotion and development, region image positioning, align with international metropolis to explore a type of visual effect.
