Four is lower productivity levels, agricultural production tools to lag behind, Farmers technique knowledge scarcity, Repair irrigation and water conservancy facilities are in bad repair, which make low food production,Rice Supply is limited.Then ,The thesis comb various measures which JiangZhe area adopted resolving this problem. such as prohibiting to smuggle, restraining prices, cuting CaoLiang and fund, purchasing the rice, selling parity meters, parity meters from taxes , prohibiting to manufacture wine, flour instead of rice and so on. and briefly state the progress of solving this problem of the government of the republic of China government, for instance ,cut per card or reform into taxes, temporarily exempted from taxes on rice and wheat,formulate ban on rice sinotrans detailed rules etc. through had taken some effective measures , productivity also increased productivity.
