The purpose of public projects is different from the purpose of common projects. The common projects mainly focus on the economic profit, so we need to do financial evaluation to them. However, the main purpose of public projects is not to gain economic profit, but to gain social benefits. Therefore, we should do social evaluation to public projects to improve their social effects.To tourism public projects, their construction is the basis of tourism development. Moreover, the public projects promote the development of tourism industry. On the other hand, because of their non-excludability, lots of people can come here to travel. As a result, the natural environment is destroyed and many social problems arise. These problems finally affect the development of tourism. Therefore, it is very important to do social evaluation to tourism public projects to avoid the above-mentioned problems.On the basis of the definition and feature of public goods, this paper gives a definition of tourism public projects. Then, this paper constructs an index system of tourism public projects social evaluation on the basis of the theory of the common projects social evaluation. Because of the complexity of the social evaluation indexes, this paper gives a social evaluation on tourism public projects with the method of Analytic Hierarchy Process. Finally, with an example of Shi Lao Ren Beach, the paper uses the synthetic evaluation mathematical model to analyze it, by changing the qualitative indicators into quantitative ones. As a conclusion, the paper presents the main innovative ideas and the existed problems on study, which may give a reference for the following studies.
