The issue of farmland protection is always the fundamental problem for Chinesedevelopment. Although China has implemented the most rigorous land managementsystem and issued a number of farmland protection policies, its effect is still not thatoptimistic. One of the reasons is the lack of the real subject of liability on cultivated landprotection, especially, the subject position of farmers seems not apparent. Farmer, as thedirect land operator, plays a key role in farmland protection. Improvingfarmers’enthusiasm to protect farmland is very important, which can be in the way ofagriculture subsides. With the abolishment of agriculture tax in2002, China began toimplement the agriculture subsides policy and gradually increase this subsides annually.From a theoretical point of view, the implementation of agricultural subsidies policiesshould play to mobilize the enthusiasm of the farmers land protection.This paper gets390valid questionnaire through the special investigation in the14administrative villages from8counties of Jiangxi Province.According to the constructedassessment systems for the agriculture subsides policy, we deal with all the questionnaire’sdata following the form of inputting and outputting required by data envelopment analysismethod, build data envelopment model and take advantage of maxDEA to assess theeffects of farmland protection in terms of farmers and on different outputting indexes. Thedetailed results are below:(1) Through using the investigated farmers as a decision-making unit, DEA analysisshows this subsides are valid at least for60%farmers.(2) Through using the8years from2004to2011as a decision-making unit, DEAanalysis shows the subsides in2004,2005and2010are valid and all the others seemineffective.(3) The subsides policy only impacts on the farmland protection indexes in the firstyear of2004and all the other years seem invalid.(4) From the view of effects of agriculture subsides policy, the crop subside policy in2004,2005and2011reached the DEA validity and all the other years are invalid. Seedsubsides seem apparent for farmland protection and there are6-year DEA validity.Agriculture good subsides has not gotten the validity and this may be because the price ofagriculture goods is rising. The agriculture tool subside is only valid in the first year of2004and all the other years are invalid.At the end, this study puts forward some countermeasures to improve the effect ofcultivated land protection policy of agricultural subsidies. First, the government shallstrengthen this policy advocacy and let more farmers to understand this. Only when thefarmers knows this subside policy, including its goal, subjects, subside standard and forms,this policy can maximize its role. Second, the agriculture subsides policy should becompleted and the implementation effective also should be enhanced. This analysisdemonstrates that the the subject of this agriculture subsides should be the planting area,and the subside standard is also not high, and this subside should pay more attention to therural water conservancy facilities. The most important thing is to decrease theimplementation cost of this policy, otherwise this subsides will disappear and farmers willnot get any agriculture subsides. Moreover, the farmland protection should be cleared and the atmosphere of farmland protection for the public should be created. The farmlandprotection, including not only the increase in number but also the improvement in quality,is the basis to achieve the crop production and farmer’s income. Combining the sense offarmland protection with people’s power, the goal of agriculture subsides can be achievedgreatly. Finally, the net income of agriculture products should be increased and the farmers’enthusiasm for arable land protection should also be enhanced. Farmer is the key subjectfor farmland protection, not only in the farmland quality protection, but also in the numberprotection. And farmland protection depends on the farmers and this subsides policy is alsoon behalf of farmers, especially in crop production and income increase.
