The Chinese Government Procurement And Measures

The birth of the government procurement system has been more than two centuries. It's one of the effective means of Western developed countries to increase fiscal expenditures and carry out macro-control.But in China, the history of this system is only 10 years. In this decade, the government procurement has made great progress, the scale of the procurement has been expanding and the relevant supporting policy like legal system and regulatory system has been improving. The government procurement has played a great role in the national economy. However, China's government procurement system is still not perfect. There exist certain vulnerabilities in legislation, procurement procedures and monitoring mechanism. Compared with the foreign government procurement system, there is a big gap. In 2007, China started the process to join GPA. There are both opportunities and challenge to China's government procurement system. We should use the opportunity to further improve China's government procurement system. Otherwise, if the government procurement market completely open up, we will at a disadvantage in the fierce competition of international market.From the theoretical basis of government procurement, this article finds out the current problems in the system through the analysis of the situation of Government Procurement in China. Then, brings forward the suggestion to improve Chinese government procurement system by taking the international advanced experiences and the actual situation in our country.The framework of this article is generally as follows:ChapterⅠis mainly about the description of research background and significance, and the introduction of domestic and foreign research, and finally the innovation and lack of this article. ChapterⅡanalyzes the theoretical origin of government procurement system first, and then introduces its concept, characteristics, principles and models. At first, ChapterⅢreviews the development process of Chinese government procurement system, and then descr ibes the current situation. At last, it focuses the problems of Chinese government procurement system, such as imperfect legal system, small procurement scale, local protectionism, disordered procurement agencies, low quality procurement staff, corruption, the system has been out of touch with international standards.ChapterⅣis the comparison and reference of the international experience. Through the visit of the government procurement system in the United States, Britain and Japan, this chapter obtains the enlightenments:sound legal system, transparent procurement process, perfect procurement procedures, professional procurement staff, a modest tilt of the domestic market and the system according to its national conditions. These enlightenments can help us to solve the problems of government procurement of China.ChapterⅤis the conclusion of the full text. Against the preceding analysis of the problems, this chapter gives the relevant policy recommendations. The conclusion is:the current government procurement system of China is in need of reformat i on and improvement. We should strive from three aspects:Iegal norms, its own system constructions and supervision mechanism. Legal norms means to amend and improve the "Government Procurement Law", and the promulgation of "Implementation Regulations (or rules) on Government Procurement law" as soon as possible. Own system constructions includes the norm of procurement procedures, the set of procurement agencies and the improving of the quality of procurement staff. It should be based on international rules, combined with China's national conditions, to improve China's government procurement system. In addition, the expansion of the procurement scale and getting rid of local protectionism are also related to the construction of its own system. The goal of the reformation of supervision mechanism is a comprehensive and multiple monitoring systems that internal and social monitoring combine together, and fiscal, discipl ines, auditing departments can be coordination and cooperation.
