HALAL Food refers to the food made and eaten according to the laws of Islam. All the people in the world believing in Islam obey the same rules of HALAL Food. It is a special kind of food eaten by most people and most extensively accepted in the world. While there are some divergences in the adaption of the HALAL Food rules in different areas and by different people, they all share a common underlying religion and culture. China is a multinational country, so there are more than twenty million and three hundred thousand people of ten ethnic minorities including Hui, Uighur, Kazakh, Kirgiz, Uzbek, Salar, Dongxiang, Bonan, Tartar, and Tajik who believe in Islam. For Muslims, HALAL Food is not only a necessity of daily live, but also stands for the belief in the history, culture, religion, estheticism, art, and values of islamic people. Disrespecting the laws of HALAL Food is desecration to the islamic people and their religious belief. The management of HALAL Food affects national unity, social stability and economic development, and as such is a subject of intense political sensitivity.At present, the supervision and management of the HALAL Food market still permits a lot of improvement and perfection. In the present situation, some unscrupulous traders take the opportunity to exploit the people for their own advantage. A lot of counterfeited "HALAL Food" is sold, which violates the legitimate rights and interests of Muslims. This practice causes conflict and wounds the ethnic pride. Therefore, it is very important to strengthen and improve the supervision and management system of HALAL Food. For pushing forward the construction of national democracy and laws and for building united and stable socialist ethnic relations, it is very important to respect the habits of ethnic minorities and their religious belief, and to promote the economic development of regions inhabited by them.In this thesis, I explore the management of HALAL Food in present times. By integrating the theory and research methods of several fields including ethnology and economics, and after a thorough analysis of the HALAL Food market and the status of industrial development, I discuss the importance and necessity of the management of HALAL Food, based on the laws, regulations and policies of China. Finally, I point out the problems of the present system and make some well targeted and constructive proposals for improving the supervision and management system of HALAL Food. Hence, there is both theoretical and practical significance of my work.This thesis is organized as follows. First of all, I clarify the concept, features and classifications of HALAL Food and emphasize its significance to Muslims. Then I introduce the concept of the HALAL Food management system and illustrate the necessity to perfect this system. Next, I elaborate on the management systems of the various countries and regions in the world which demand a lot of HALAL Food, and then summarize the aspects that we can achieve by comparison and analysis. Throughout the review of the guiding ideology of the management and policy instruments related to HALAL Food of several periods in China, I display the history of HALAL Food and the evolution of its management system, and then summarize the experience for the present management of HALAL Food. After the vertical and horizontal analysis of the Chinese and foreign management systems of HALAL Food, I discuss the present management system in China and summarize a variety of its insufficiencies. Furthermore, I point out various law violations in the development of the market and the industry, and then give a analysis of the reasons for these law violations as well as the ill effects on the society and economic development that perhaps have been caused by this situation. Finally, on the basis of drawing lessons from both foreign and Chinese experience in the supervision and management of HALAL Food, I propose some specific measures for improving the management system. My proposals concern four aspects of the management system:the underlying philosophy, the construction of the legal system, the administrative supervision and the regulation system. Furthermore, I propose some specific advice for establishing and strengthening the management system of HALAL Food in China.
