Healthy, clean and nutritious HALAL food equipped with thick Islamic flavor has been accepted by more and more consumers under the background of the food safety problems emerged in endlessly in the society. However, it is true that there still exist many problems about HALAL food in terms of production and management in reality, which reflects HALAL food regulation, is expected to be enhanced. A case study of HALAL food in X City, Shaanxi Province is conducted in the thesis through making an analysis on the status quo and problems involved in HALAL food regulation within the framework of the theories of contemporary regulation as well as polycentric governance, which concludes that the single-center governance mode executed by the departments of ethnic minorities in the government cannot implement the full supervision for HALAL food which causes the present problems. Therefore, it is anticipated that a government-dominant polycentric governance mode made up of government, market, society, consumers, etc. is supposed to be built in order to enhance the regulation for HALAL food. The thesis mainly consists four chapters. Chapter one is about literature review, which states research background, research purpose and research significance. Chapter two describes the definition and characteristics of HALAL food and the theories of contemporary regulation as well as polycentric governance, explores the reason why HALAL food regulation needs to be enhanced, and analyzes the feasibility of the polycentric governance theory applied in the domain of HALAL food regulation. In Chapter three, according to an empirical case study on HALAL food in X City, Shaanxi Province, the thesis discusses the status quo and problems involved in HALAL food regulation; meanwhile makes an analysis on the defects of the single-center governance mode executed by the departments of ethnic minorities in the government in terms of supervision. In order to solve the problem, Chapter four tries to propose specific measures and suggestions to enhance the regulation for HALAL food based on the HALAL food regulation mode of government-dominant polycentric governance.
