Yunnan Province, Knowledge Absorption Capacity Measure And Enhance Research

Regional absorptive capacity of knowledge is an important part of the basis for regional innovation ability. In 1990, Cohen and Levinthal proposed the concept of knowledge absorptive capacity first. The objects of studies on knowledge absorptive capacity have focused on enterprises level. National or regional macroscopical studies are in the ascendant. Researches in this field mainly concentrated in concept and qualitative analysis. The research perspectives mainly view the concept as independent variables or intermediary variable. The studies on the factors or system of quantitative measurement model are also rare.In response to this fact, this paper defines absorptive capacity of regional knowledge as a series of process in innovation and atravtive performance competent degree for a region to identify, evaluate, acquire, absorb the internal and external knowledge, integrate it with the existing one, then creat new knowledge. This capability, limited in fields and dependent in path, is decided by the regional stock of knowledge, capacity of transfer and environmental ability to support. Based on these three dimensions of impact, we set targets and build the integrated measurement system. According to this system, we measure and compare the absorptive capabilities of 12 western provinces from 2003 to 2008. The results show that the knowledge absorptive capacity of Yunnan Province remains around 9 to 11.According to data analysis and qualitative study, this paper holds that the knowledge absorptive capability of Yunnan Province mainly dues to the low absorptive capacity, the weak economic foundation, stock of knowledge and transfer knowledge power, the lack of R&D input, the inefficiency of technology market, the weak FDI absorptive capacity. Then the paper puts forward to constuct the absorptive capacity of Yunnan Province from the regional economic, educational environment, the technology market, infrastructure facilities.
