In recent years, in order to meet the needs of China's economic and social development, the central and local governments to increase the municipal public infrastructure spending. To address the shortage of government funding, construction, and operational efficiency,the Government has made extensive use of the world's more common types of public-private partnership (PPP) model of project operation. Many years of practice has proved that Public-Private Partnership (PPP) mode of operation than in other risk-sharing in the project has become more reasonable, this model of government as project participants, especially the local governments take the initiative to ask the Government to undertake part of the project risk management responsibilities. This cooperation model in the practice for many years reflects the Government's lack of project risk management, mainly for the relevant laws and regulations system is not perfect, resulting in a lack of risk management based on project risk management focus on after the "crisis management", ignoring the the risk of "full management", the lack of specific project risk management mechanisms and professionals with local governments within the lack of "risk consciousness", the community involved in the project a lack of awareness of risk prevention.
