Rural Land Protection Function Studies

Currently, the unbalanced urban and rural development of China and the increasing rural-urban gap give a serious impact on the country's economic construction and social stability. As a result, to build a new socialist countryside and to coordinate urban and rural development have all become a major strategic issue of the sustainable development in our nation. To improve the social security system in rural areas is the key to coordinating urban and rural development. The rural social security who is mainly supported by the land's output is unsound, at the present stage, for the Government lacking of funds and policy having deficiency.As the unstable land revenue, per capita arable land decreased and other reasons, the social security protection is getting harder to meet the needs of farmers and the conflicts between urban and rural are intensified.In order to reform the social security system and coordinate urban and rural development,it is necessary to analyze the current rural land protection for the role of farmers. Chongqing, as one of the Rural Comprehensive Reform of the pilot test area, it'surban-rural structure is"Big city with big country",which is typical and representative in nationwide. So,this article selected as a study in Chongqing and the conclusion have some real meaning and significance.On the basis of theoretical studies that related to social security and land protection,this paper, first of all, elaborates the outlook of rural land protection of Chongqing,and analyzes that Chongqing rural land means what level of protection for the peasants in the end,and which aspects of peasant life can be guaranteed. Secondly , the paper selects some representing different areas of economic development and compared with each other. Subsequently ,it is found that land have less impact on the lives of farmers in developed areas. But for Chongqing, Sichuan and other northwest undeveloped provinces , the land remains the most important reliance in farmers life .Thirdly,this paper analyze a number of questions of Chongqing rural land protection function who is mainly a low level and can not meet the needs of farmers to social security.What's more, social security model of land as the core seriously affected the transfer of land and restricts the size of land management, limiting the improvement of land output. The model once played a very important role, but no longer suitable for the present stage of socio-economic development. Therefore, we must reform it.Finally,this paper put forward some suggestions about how to strengthen and reform of the rural land protection function for the farmers from this stage. The government should strengthen the construction of rural social security system and heighten the support of policies and funding.Secondly, farmers should be Encouraged to transfer land to improve land revenue .what'more, the government should increase in non-agricultural income of farmers, and weaken the security function of land.Protection of land as the core can only be transitional protection. Rural areas need real sound social security system. so as to balance urban and rural development , and to promot sustainable and healthy economic and social development of our country.
