It On Behalf Of The Outsourcing Of Supply Chain Management In The Telecommunications Industry

Since 20th century 80years, because of the driven of the information technology revolution and economic globalization, the global telecommunication industry has undergone tremendous changes and become the fastest-growing and most potential industry. However, with the continuous deepening system reform of telecom industry and gradually opening telecom market, more and more telecom enterprises are emerging,which represented by the telecom infrastructure network operators. Therefore the telecom market turns to be more competiting than ever before. At the same time, with the economic development, improvement of social life and people's living standards, the demand of consumers shows diverse and multi-level trends. Therefore, in the telecom market those telecom operators who used to rely on network resources and the simple operation can no longer do the business in the same way. The telecom industry chain is constantly extending to both "Vertical" and "Horizontal" direction, and telecom industry urgently need to use new method and new concept of supply chain management to guide the management and decision-making of telecom industry.In view of this, the paper firstly stated the definition of the supply chain and the value chain theory, the development process as well as the differences and connections between the two discussed. Secondly, through the analysis of the supply chain structure, characteristics and business model, paper leaded to the two outsourcing business models which in favor of the transformation of the telecom operators. And aiming for the telecom supply chain system under this new business model, the paper gropingly investigated the function model of IT outsourcing business from the perspective of supply chain coordination. It conducted the in-depth analysis especially for the IT outsourcing business for the Henan Unicom. Last but not the least, development proposals were provided from the respective perspectives according to the maintenance outsourcing of the telecom operators'network and the IT outsourcing for the telecom customers.
