In 2017,China will build a unified national carbon trading market,communication operators are also actively exploring how to participate in the carbon trading market,? This paper solve the problem that how to maximize their own interests in the process of carbon trading .This paper studies the behavioral strategies of the participants in the green service supply chain, especially the telecom operators,with the background of carbon trading.Due to comprehensive understanding on service supply chain greening still lacks,firstly,a two-level telecom service supply chain consisting of one equipment provider and one telecom service provider is constructed. On basis of some practical hypotheses, for example "expenditures may outperform cost savings", "equipment to purchase have different energy levels" and "carbon cap and trade exist", service capacity greening of a service supply chain is modeled and solved in centralized and decentralized settings, respectively. Further, green coordination in the service supply chain is achieved by a two-part tariff contract. Finally, from perspectives of the equipment provider, telecom service provider and the government, key conclusions are concluded. It shows that the green coordination exists in the service supply chain,and it can improve the green procurement ratio and economic returns. Meanwhile,setting the total carbon quotas for the newly-added service capacity can't enhance the proportion of green procurement, it only plays a role on impacting the telecom service provider's profits linearly.
