China’s first specialized plan in the field of public service,’The State’s basic publicservice ’1025’ planning’, was published to all on July19,2012. For the first time this planexplicitly comes up with two ideas, one of which is that citizens in China have rights to enjoythe public service programs provided by the government, and the other is that offeringfundamental public service is the responsibility of Chinese government. It is intended thatequality of basic public service will be realized by2020, that is to say, despite of wealth,gender and region, every citizen can share the same public service. Setting up and optimizingbasic public service and stimulate equal share of it is a great measure to deeply carry out thescientific outlook on development through, and it is essential to build a socialist harmonioussociety and safeguard social fairness and justice. Improving public service mechanism is aintrinsic requirement in forming a service-oriented government, the action will facilitatesocial construction that focus on securing and enhancing people’s life, will make people’sdirect and realistic interests come true, as well as fasten transformation of Chinese economicdevelopment and enlarge domestic demands, especially demand for consumption.The basic public service that covers rural and urban citizens is selected as research objectin this article. From the perspective of macro and micro reality, two problems includingoverall supply insufficiency and regional unequal sharing of public service will beinvestigated, and according to a series of influential elements, suggestions on perfectingrural-urban basic public service will be made. There is much significance in discussing thisissue. With respect to theoretical aspect, it is a great opportunity to further comprehendMarxist theory of relationship between urban and rural areas, thoughts on equal publicservices, and socialist theory of relationship between urban and rural areas as well. Whilefrom the aspect of practice, solutions could be provided in solving problems such as thecontradiction between supply and demand of public service, the sustainable development ofeconomy, the imbalanced development between economy and society and the perplexing ruralissues concerning agriculture, countryside and farmers.The article mainly applies theoretical analysis, normative analysis, descriptive statisticalmethod and qualitative and quantitative analysis to explore the basic public service thatcovers both rural and urban regions. The whole essay is divided into six chapters. The firstpart is a preface, which introduces background, goals, significance, context and methods of this research. Later comes with a literature review of past domestic and foreign related studyon this topic, and Marxist theory of relationship between urban and rural areas, Lewis binaryeconomic theory together with welfare economics theory are to be referred to and regarded asthe support of the whole essay. The third part further presents the conception, connotation,aims and necessity of public service covering rural-urban areas. The next section will analyzethe current situation of public service and attempts to generalize existing problems and hiddeninfluencing factors. On the basis of digging out internal causes, the sixth chapter demonstratesa positive reference of advanced experiences in developing public service mechanism fromforeign developed countries. Aiming at the above-mentioned problems and taking domesticdevelopment circumstances and foreign excellent practices, effective countermeasures andrecommendations will be put forward in the final part.
