China's southwest border region is a special geographical environment,which has the characteristics of poverty and backwardness in western mountain areas,also face the need for rapid development. The land supply and demand is unusually fierce. How rational allocation and using limited land resources is the major issues to achieve sustainable development in the border area southwest, especially in today's international and ASEAN Free Trade Area of the background. As a frontier zone of the southwest border area,its land use and layout optimization is very important. Studies this special region condition the optimized disposition of the earth resources, through land utilization optimization disposition pattern's design and application,to found a relative balance point between the supply and demand of the land. It'll has great theoretical and practical significance for sustainable development to regard the balance between the land resource's supply and demand of southwest border area.In this paper, based on analysising land use characteristics and limiting factors of the southwest border areas to select Ruili of Yunnan Province as the study area.In the theory, principles, guided by the linear programming method, principal component analysis, fuzzy cluster analysis and GIS combination of qualitative and quantitative methods of land on the Ruili to study the optimal allocation of resources, and reached the following conclusions:First, Ruili is existent many problems which the land use ecological environment is fragile, inefficient land use, land use and other limiting factor is not quite reasonable, by setting on cost-effectiveness, ecological and social benefits for the constraints of linear programming model of its land use structure optimization, the optimized structure of land use has obvious rationality and sustainability, has realized the ecology and under the social efficiency goal coordinated economic efficiency maximization, will satisfy Ruili the futures economy society's actual development to need.Second, based on the principal component analysis and fuzzy clustering analysis, the Ruili City can be divided into three comprehensive land use zoning: the southwestern basin area of low mountains, the low hills southeast gully area and the low mountain region northwest, using GIS technology obtained Ruili City Land Use Zoning map; The basis of the consolidated district, the Ruili City land use maps, maps of soil erosion, urban development planning maps by GIS overlay analysis, and combined with Ruili City's practical, comprehensive analysis, merging, the Ruili City can be divided into six functional areas: the Border tourist comprehensive development of urban industrial and mining areas, the focus of basic farmland protection areas, agricultural areas of tropical and subtropical characteristics, the land development focus areas, the key ecological environmental protection areas, Nature Reserve areas, and obtained land-use function zoning map, And under the guidance of the dominant feature in all functional areas, to extracte land use layout direction and control measures from each functional area ; Finally, on the basis of structural optimization of land use and zoning optimization, to achieve Ruili City's optimal distribution of various types of co-ordination of land.Third, to implement the program which the optimal allocation of land resources in Ruili City needs social policy measures, economic and technological measures, ecological environment protection measures and other aspects of support and protection measures.Fourth, through research, analysis, summarization and abstraction the optimal allocation of land resources in Ruili City, Ruili optimal allocation of land resources have some reference and reference for study optimal allocation of land resources of similar geographical environment of the southwest border area.
