With the global integration and the intense competition, human resources plays a more and more important role in enterprises. And more and more enterprises pay close attention to human resources management, especially performance management, which can strengthen the advantages of the enterprises and strategy.With the implementation of the 3G network, the competitive environment that China Mobile faces is changing rapidly. The domestic communications market has three big enterprises. China Mobile's TD has no advantages in technology and price any more. The marketing requirement become slowly. With the field value center transferring those 3 big enterprises will emerge their services. That makes the competition very hard. The realistic price of voicing service will not be obvious any longer. The unit profit of China Mobile will decrease. All of these changes will make China Mobile face more cruel market competition in the future. So how to advance the interior management, how to raise the performance management, how to enhance the core-competition of the enterprises have become one of the problem that needs resolve right now for the group of China Mobile also especially for the branches of China Mobile.In recent years, many experts think that system of KPI (Key Performance Indicator) which learned form abroad, as an advanced performance management tool, has been proved not only monitors employee's behavior, but also links employee's behavior with the strategy. It helps to enhance the core-competition of the enterprises and attain the strategic goals. This system of performance management is a process which helps realize enterprise's strategy on the basis of how to define KPI scientifically and reasonably.Therefore, On the basis of studying the theory about performance management and KPI, this paper analyzes the status in quo of performance management in LZ branch of China Mobile, conclude the method of designing KPI and to applicate.The paper includes five parts. The first part introduces the background, significance and method. The second part introduces the theory of performance management and KPI. The third part analyzes the status in quo of performance management in LZ branch of China Mobile. The forth comes up with the method of designing KPI. And the last part gives advice to applicate.
