About The Plight Of Unemployment In Urban Areas And Re-employment And Countermeasures

After the economic system has stepped into the total adjustment and transitional stage since 1992, and the deepening of market-oriented economy reformation, our country faced more and more serious problem of unemployment. The situation of employment is far away from optimism. With the transformation of economic system, upgrade of industrial structure and improvement of technology, it has been inevitable that a large quantity of urban population entering into the unemployed.Currently, there are pressures from three aspects of our employment situation and unemployment problem. Firstly, a large number of unemployed have emerged in state-owned enterprises and collective enterprises. The quantity of them is soaring up, and the actual urban unemployment rate has far surpassed the registered unemployment rate. Secondly, it is the deepening of rural reformation, the increase of agricultural productive forces and the improvement of farmer's economic view that gradually break the traditional urban-rural dual system. Then the scale of rural surplus labors increasingly expands. More and more farmers enter into cities and transform into non-agricultural industry and areas. Thus the employment of rural workers becomes a large group who make great influence to the employment situation and social stability. Thirdly, after entering WTO, the opening and integration of global economy has greatly impacted the employment scale, employment structure, employment means, employment system etc. The high mobility of people across the world has brought many skilled talents to various circles and has caused great pressure upon less-skilled labors, which has worsened the current employment situation. At present, urban labor market in our country has already developed a feature of high unemployment rate which has long existed in developed countries. However, compared with the developed countries, the unemployment insurance and social subsidy policy are less improved and completed. Due to the over supply of labors, the lever of actual unemployment insurance coverage and welfare is quite low. In a word, the unemployed labors have seen unprecedented pressure.Under the circumstances of serious employment situation; our government has introduced and executed series of policies and measures to encourage employment and aid unemployed labors, such as tax relief, vocational training subsidy and small secured loan etc. To control the deterioration of employment situation, Draft plan for national economy and social development of 2010 has proposed that there will be 9 million new jobs this year and the urban employment rate will be limited within 4.6%. In the Government work report of this year, Premier Wen Jiabao emphasized the significance of solving the problem of unemployment to protect and improve people's livelihood and promote social harmony. He proposed that "The employment situation is still severe; we should make every possible effort to create more now jobs and continuously execute positive employment policies". Our government will arrange series of policy and financial support. For example, "central finance will allocate 43.3 billion for the promotion of employment", "central finance will allocate 318.5 billion for social insurance", "the first priority is to fulfill the employment for graduates, rural workers, less qualified employment groups and retired serviceman", "guiding the rational flow of labors, especially rural workers", "continuing enhance vocational training, and improving employment ability of rural workers and new urban labors", "increasing basic pension of enterprise retirees by 10 percent this year", "incorporating 1.3 million'old injury workers'completely into injury insurance nation widely " and "expanding the pilot areas of new rural social pension insurance to 23% of all counties".Based on researching and analyzing the problem of the reemployment in our country, and the reality of employment situation and reemployment in Qing Shan District, this paper is to find an effective way for the execution of reemployment work of the whole district. The thesis develops as following three parts. The first part is introduction. It gives a general description of background, value of study, related terms and theories, current research summary, study framework and innovation of this paper. The second part is the current situation of unemployment and the unemployed in China. The third part is mainly about the employment research of Qing Shan District. Based on the analysis of reemployment situation nationwide above, it gives an overall discussion and study to unemployment and reemployment in Qing Shan District in accordance with its reality. And then through referring to re-employment policies from abroad, it puts forward some suggestion for unemployment in Qing Shan District.
