The trade association, as an important tool for public management and the intermediary between the government and enterprise, meeting the needs of market economy, can not only serve for government macro-adjustments and controls, but also for enterprise and the market.The essay compared the nature, role, function and the operating mechanism among the foreign typical travel trade association and regional trade association, at the same time regarding the Kunming Travel Association as the main body, put forward the beneficial suggestions for travel association of the nation and Kunming city from their fostering, developing and operating mechanism.In the first part,the essay analyzed the nature,concept and function of trade association mainly. It explained three kinds of main functions of the associations and organizations: the function of information storage, intermediary and coordination.The second part mainly explained the role and function of the tourism trade association of the domestic and international representative,among them U.S.A. as a totally folk trade association, Japan as the typical government type, the trade association of the Hong Kong Special Administrative Region of our country as the regional type integrated the government and the folk. This part analyzed the present situation and existing problems of Kunming Travel Trade Association, provided the developing experiences for Kunming Travel Trade Association development, operation and management, so as to push forward the function of the association in public service system.From the third part to the fifth part of the essay, based on the analysis of the existing problems, advancing proposals are pointed out: changing government's function,reforming the existing trade association, constructing the ideal mode of the Kunming travel trade association in the field of their official duty, funds managing and concrete operation to meet the needs of the second tourism undertaking in Kunming, to promote tourism public service system construction.
