Sichuan Unicom And China Netcom Voice Network Integration Feasibility Analysis And Ways To Explore

With the rapid development of international telecommunications industry, China's telecom has transferred from monopoly era to competition period. In order to solve the problem of over-centralized advantage and competition structure imbalance in China's telecom, China has carried out a new round of system reform about telecom reshuffle, which results in the separation of powers among China Mobile, China Telecom and China Unicom. With similar strength and scale, the three telecom operators all hold national network resources, equipped with full service management and strong competition.This reshuffle narrows the gap between operators'overall strength, also mitigates unequal market competition, which enables each operator to launch homogeneous and heterogeneous competition in all business area. All operators have fixed and mobile networks of a certain scale. This creates fairly favorable conditions for fixed network's integrating with mobile networks.Sichuan Unicom, one of the main bodies of Sichuan Telecom reshuffle, is confronted with opportunities and challenges. While on one hand Sichuan Unicom increases its market share by emphasing 3G business growth in the chance of 3G development on the other hand, it should also seize the opportunity of reshuffle and work out a scheme of 1+1>2 model for voice network integration.This paper studies voice network integration of Sichuan Unicom under the backgroud of Telecom reshuffle with related theory and analysis in project management. In addition, the paper mainly presents the feasibility of voice network integration. First of all, voice network integration's background,purpose and significance are expatiated. Then external environment internal situation, economic analysis and risk evaluation of voice network integration are carefully studied by following principles of optimizing network structure, improving network security performance,shifting from PSTN-centered to NGN-centered, coordinated development between PSTN and NGN, smooth evolution and realization of network transition.The research results of this paper are useful for Sichuan Unicom to seize the opportunities of industry reshuffle and to work out a network integration plan suitable for self-development by fully displaying the resource advantages of old Unicom and Netcom. This feasibility study of network integration has important theoretical value and a practical instruction for Sichuan Unicom to obtain more resources, to achieve higher ability and to create new advantages in keen market competition.
