The development of circular economy in our country is still at the primary stage now,coal mining area circulation economic theory system study is in infancy. Coal mining carryingthe weight of environment and resources, the energy costs facing society an increasingdemand, the serious situation of disadvantages. The traditional high mining, high emissions,low utilization of coal exploitation mode has to meet the requirement of sustainabledevelopment of coal energy. In the 21st century, abandon traditional development mode, andwalk the road of circulation economy, establishing coal mining recycle economy mode of coalindustry, is the inevitable choice of deepening the sustainable development.Based on the basic theory of circular economy, combining the domestic existing coalmining development mode, such as Shanxi coking coal group, Yanzhou coal group, Fushuncoal group successful cases, given the coal mining general significance of the development ofcircular economy 3R mode.This paper tries to build coal mining area of recycle economy evaluation model. The coalmining area for scientific development of circular economy and the measure index system ofcircular economy development level in coal mine area is the evaluation model of circulareconomy development degree and the effect of the standard size. Construct a general sense ofthe coal mining cycle economy index system. Using analytic hierarchy process to indexsystem for weight assignment. Application of multi-grade fuzzy comprehensive evaluation ofcircular economy development level of coal mine, recognize circular economy developmentpresent situation and restriction factor, get more objective comprehensive evaluation results.
