Contemporary Developed Countries, Public Cultural Funding System

The development and prosperity of the public culture is one of the most important contents to construct a well-off society comprehensively, also one of the most important symbols to improve national cohesion and realize human's comprehensive development. The vigorous development of the public culture could not be without the Public Cultural Fund System.There is a more perfect Public Cultural Fund System in the developing country. There are different characteristics of the Public Cultural Fund System in the thesis such as the USA, French as well as the UK. There are the characteristics of diversity and development of the Public Cultural Fund System through compared and analysised, uncovered the developing countries's basic thoughts to support culture—namely that the government do not operate cultural institutions or facilities, but foster and support nonprofit arts organizations (NPAO), using incentive grants to encourage the donations from philanthropy organizations, corporations and individuals to maximize the supports. There is a very important enlightenment and reference to establish and perfect our Public Cultural Fund System.There are still some problems of our Public Cultural Fund System. F irstly, for example, we do not have a perfect system of the Public Cultural Fund System and the whole society's Participation. Secondly, our tax policy lacked of stimulating-perfect legal and policy system including public culture-which blocks the society capital directed to public welfare undertakings such as public culture. Thirdly, our citizen do not have the concept to join in the public culture together, so the concept of public culture still stagnant of enjoy the right to just take part in the public cultural activities. There are both historical and real reason of these problems existing. To our public culture, recently, based on analysising reasons, giving some advices by referencing the experience of establishing and perfecting the Public Cultural Fund System of the developing countries.
