Sui, Tang and Song dynasty was the stage from reunification going into separation in China. For more than 660 years, the type of the military and administrative system was so different. Generally speaking, Oerhtossu Plateau was called "Hequ" district in ancient China. Exactly, it concludes Oerhtossu Plateau and north of loess plateau surrounded by the Yellow river which flows through today's Ningxia Hui Autonomous Region, Inner Mongolia Autonomous Region and east of Shannxi province from its west, north and east respectively. Meanwhile, its south side is marked by today's Baiyu Mountain. From the Administrative Command's setting up during Zhou and Sui dynasty, the military and administrative system of Oerhtossu Plateau had experienced four stages: Administrative Command, Chief Military Commission, Jiedushi Division and Jianjun Division. Not only does this paper study the evolution of these four types of military and administrative system during Sui, Tang and Song dynasty,but also particularly analyses the change of the military and administrative system from micro point of view in every stage and in the cities which are under its control, trying to grasp the change laws and the revelation through the evolution from macro point of view, which is the innovation of this paper. This article discourses five stages of the evolution of the military and administrative system of Oerhtossu Plateau in five parts.The first part expatiats the change of the military and administrative system of Oerhtossu Plateau in Zhou and Sui dynasty. Mainly analyses the change of Ling city and Xia city's Administrative Command and the evolution of the counties under their management and studies the reason of this change. In the second part,the organization of Dudufu and the change of the organization of Jimi Dudufu in Oerhtossu Plateau during the early Tang dynasty are mainly demonstrated. Thus, the role of Dudufu played on managing affairs of Fan tribe and the ethnic minorities' influence on Oerhtossu Plateau can be found. Moreover, the different way of the the military and administrative system of Oerhtossu Plateau and interior district is expounded in the third part, which also refers to the two different roles of Jiedushi Division played on the Central Crown. The fourth part illustrates the new pattern of the the military and administrative system of Oerhtossu Plateau during Wu-Dai and North Song(Jin) dynasty,and also relates the organization of Jianjun Division based on the principle of Tang-hsiang West Xia. Further more, the kingdom of Liao and North Song(Jin) Dynasty are also involved in this part to analyse the the military and administrative system of Oerhtossu Plateau during this stage comprehensively. The Fifth part is the conclusion to summarize the whole article.From doing research work on the topic, this essay recreates the original appearance of history about the military and administrative system of Oerhtossu Plateau over six centuries and get us understand the reason of the evolution of military and administrative system of Oerhtossu Plateau more intensively.
