| As an important province in the rear area during the War of Resistance Against Japan, Sichuan was a rear base on which the National Government resisted Japanese .The problem of grain in Sichuan affected not only the social stability of the rear area but also the cause of Resistance Against Japanese .As the storage and transportation of grain was an important part of the grain problem, the National Government issued a lot of laws and regulations and performed a series of construction of grain storage and transportation to solve this problem. The government management of grain storage and tnansportation in Sichuan can be divided into three periods. In the first period, managed by Grain Management Committee of Sichuan from January 1938 to August 1940 .In the second period, managed by Sichuan Grain Management Bureau from September 1940 to August 1941. In the third period, managed by Sichuan Grain Administration Bureau .In these three periods, management was slack in the first period and the nongovernmental undertook main duty .In the second period management gradually became reinforced and the construction of grain storage and transportation was improved .In the third period grain was conprehensive controlled. Especially in 1941, the amount of grain storage and transportation increased greatly in Sichuan due to the implement of "Sending material in replacement of land tax". Thus the National Government set up Sichuan Grain Storage and Transportation Bureau, the special organization to manage the grain storage and transportation in Sichuan .The policy and construction of storage and transporation of grain in Sichuan performed by the National Government produced some positive effects, but the effects were weakened because of the corruption of grain management organization and mistaken grain policy .However, there are some useful reference for our present economical construction that can be got from the National Government policy of grain storag and transportation. |
