The Late Qing Dynasty Northeast Social Security Research

Few papers and books have been published by the history circles on the social and public security status of Northeast of China in Late Qing dynasty, let alone those systematic ones. This present status equivocates our understanding in this aspect.Based on the reference of previous research results and extensive original matericals, this paper appeals to materialist conception of history and the theory of sociology. From different angels, the paper makes comprehensive desciption and analysis of the social and public security status of Northeast China in Late Qing dynasty so as to achieve a rather all-sided understanding. Following the time order, the paper describes and analyzes the developing and evolving process of the social and public security status in this region as well as the social causes behind it. Appealing to the sociological theories, e.g. social cybernetics, and from the angel of the relationship between the state and the society, the paper analyzes the attempts and achievements of the government in controlling the social and public security in the region.This paper is divided into three parts:Part One systematically introduces the social and public security of Northeast China before the marked changes taking place as well as its decling tendency and manifestation when the social transformation period began.Part Two introduces the turning point on the change of the social and public security status of Northeast China-the impact of the uprising in the 1850s and 1860s-as well as the situation during themore tranquil period after the break-down of three major uprising and the period of three major foreign invasion.Part Three analyzes the measures of the government in controlling the social and public security status, the knee-jerk reaction of the society itself as well as the historical process of Northeast China moving towards modern management of social and public security.In the conclusion part, the paper makes a comprehensive analysis of the issue of the social and public security status of Northeast China in Late Qing dynasty.
