Study Of The Jiangsu Provincial Assembly

Jiangsu Provincial Assembly was one of the constitutional local governments in the modern history of China, it was the result of the constitutional movement. The constitutional people began to explore the way to realize the modern democratic politics with the opening of it, and it eliminated the work of local governments in the Chinese Republic period. We can't help thinking deeply about it.Up to now, some positive achievements have obtained in the academic field. Such as Zhanghailin's On Jiangsu Provincial Assembly Before the 1911 Revolution, Gengyunzhi's Zhangjian and Jiangsu Provincial Assembly and etc. They only studied the main activities and function of Jiangsu Provincial Assembly before the 1911 Revolutionary, or inquired into the development of Zhangjian's constitutional thoughts and activities in the Jiangsu Provincial Assembly. However, they couldn't make a thorough inquiry into the development of Jiangsu Provincial Assembly as a local government in the particular period.Basing on the above findings, the author arranged some chapters in this article, in order to reveal the course of Jiangsu Provincial Assembly's development, such as the background and the course of its founding, the analysis of its members and proposals, the contradict between Qing Dynasty and Jiangsu Provincial Assembly, its ending, its quality and its significance.The constitutional people were the social basis of Jiangsu Provincial Assembly. The transference of their political inclination led to their dismissal, and it indirectly promoted the success of the 1911 Revolution. Studying the course of Jiangsu Provincial Assembly enables us to understand the inevitability of the constitutional people's transference to support the 1911 Revolution. And we also can understand the real cause of the democratic government failure at the beginning of the Chinese Republic period. It is historical, and we can also learn from the history-how to deal with therelationship between the democracy and the legacy, how to improve and perfect the function of People's Congress in the modem society reform. Much emphasis are put on in this article, that is, due to different attachment to Qing Dynasty, the constitutional people showed the different tendency, and Jiangsu Provincial Assembly was their legal but temporary stage.
