In the 21st century with the feature of integrated-globalization and multi-culturalization, China's music education curriculum is facing a significant reform. The opportunity and challenge coexist. The strategic policy of multi-cultural education is offering a special mission for China's music education curriculum. This paper analyses the relationship between music curriculum and culture in terms of the three aspects: cultural tradition of the music and curriculum; music curriculum and cultural changes; the differences between both eastern and western music curriculum and cultural tradition. Under the background of international multi-cultures and domestic national cultures of the 21st century, this paper points out the problems of music education existed in China through the analysis of the music curriculum among compulsory education, general high school and high education. This paper has done the deep discussion to China's music education curriculum system with theoretical basis and practical modes, and proposed a three-dimensional mode of China's music curriculum in the 21st century, which includes the curriculum construction of namely the music culture of mother tongue, the curriculum construction of the music culture in the world and multi-cultures commanded.
