Through researches on the reform of American government at the end of 19th century and at the beginning of 20th century, this paper tries to show American government's practices during the period of transformation in aspects of responding to the mass, breaking the bondage brought by the government's traditionally-held ideal and reconstructing government. To offer a rewarding reference for the current reform of our government, this paper further probes into the changes of thoughts in USA during the period of transformation, studies the counter-measures and the corresponding reform.This paper is to give explanations from the following four aspects:The first part refers to the cognition of the social conditions in USA at the end of 19th century. In general, this period is the critic turning point in American history. With transition from traditional agricultural society to the modern industrialized one, the whole society had fallen into a society full of chaos and disorder in the crash of tradition and modernity. As known to all, old thoughts of government's administration as well as modes of its administration had fallen short of the demands of the society and received kinds of blame and criticism. Under these circumstances, each stratum put forward their own request for reformation in succession, and finally became the impetus and basis of promoting social advancement and reform of government.The second part refers to the cognition of the changes of thoughts and renovations of theories during this period. Urged by the disclosed corruption as well as economic and social sufferings in USA, a group of people began to think more deeply, sum up and respond to the demands of common people in theory. On one hand, reformers deeply criticized the traditional ideal of government, and regarded it as the source of unequal distribution of wealth and social turbulence. On the other hand, to ensure the function of safeguarding public interests of the whole society, they redefined the objectives of government with the constitutional principles of "public welfare" and "social justice".The third part refers to the reformation carried out by the government, starting...
