Democracy issue is an important issue,which attracts the current international community's general attention,and an important focus of the international ideology struggles.The U.S.A. government introduced democracy issue into it's diplomatic field long ago,so exporting democracy becomes a form of American diplomacy and it is also an important principles of U.S.A.'s foreign policy.There is much domestic and international research on American exporting democracy,and the achievement is very abundant too.But these achievement focused on the macro study,the case study of area and country is relatively less.The policy-makers of the United States always regard Latin America as the natural orbit because of the geographic proximity. Since the publication of Manifesto of Monroe in 1823,the United States expanded its territory at all the times and made great efforts to control Latin America area to establish hegemony in western hemisphere.The Reagan administration inherits the tradition of US exporting democracy, and elevates this policy to a new height,and so Latin America becomes an important executive object of this strategy.This thesis absorbs the domestic and foreign research results,and tries to play a valuable role in some field. The study focuse on the Reagan era and explores the policy implications for Latin America political democratization.this thesis tries to systematically card the come and practice process,and to objectively evaluate the policy's successes and failures and its nature by studying the exporting democracy of Reagan era.The author wishes to see form a small clue that is coming.From the actual sense,this thesis explore the external force of political democratization for backward countries or developing countries,there is some reference value for China handling the impact of the external force during its socialist democratic process.The whole thesis can be divided into six parts:The first part of this thesis mainly analyses the idealistic aspirations and realistic interests in American exporting democracy.First recalling the history straight of America exporting democracy toward Latin America, the author believes that such a diplomatic form is the result of American culture tradition intertwining with the pursuit of realistic interests.The second part mainly expatiates the implement of Reagan era exporting democracy toward Latin America by listing history facts.Reagan administration mainly takes these measures: exerting force to Central American countries for the democratic transformation; breaking with the main dictator, forcing change to democracy;applausing the achievement of democracy, supporting democratic transformation in South America Powers.Finally it analyses the impact of NED. The third part analyses the international background of Reagan era exporting democracy toward Latin America.US-Soviet confrontation in Cold War and the rise of the third wave of democratization in Latin America and all over the world are the main reason.The fourth part analyses the impact of decision-making process of the United States foreign policy for exporting democracy strategy. The change of hardliners and moderate,the Administration and Congress debation have a great effect on this policy.
