This dissertation concentrates on studying the national art museum of china as a national nonprofit cultural institution, and the feature of its public meaning developing in different times. This dissertation is based on five aspects: comprehension of exhibition and connoisseurship, public education project, consciousness of public communication and reaction, demanding for art museum, publishing the information of collection. Through studying documents, gathering information and observation, the author studies the public feature of politics, economy and culture in different periods since national art museum of china founded. Therefore, three phases of the museum, which are common in fact but very different in meaning, are listed: 1. the period of serving for proletariate; 2. the period of working for artists; 3. the period of changing into commit itself to public service. These five aspects unfolds the changes of meaning of public in different social environment. Therefore, the author concludes that the development of meaning of public in national art museum of china presents the national orientation under international standard.
