The Public Sphere of Juergrn Harbermas is regarded by the western cultural circle as the classical terminology theory, which is important category in the development of the political society and the philosophy thought of Juergrn Harbermas, like the shade following. Juergrn Harbermas believed that, "the public sphere" was independent outside of the political rights, not the society of official civil, discussing public affairs libertily, participation politics, including the government control region, through free and critical discussion, forming the populace to acknowledge "the public opinion" generally. This article takes public sphere as intermediary, through structural analysis of Jinan's public sphere from 1904 to 1919, elaborates Jinan as approaching the modernized reforming time, and the public sphere displays function.The whole article is divided into three parts.Firstly, An introduction. Briefly introduced the public sphere theory of Juergrn Harbermas and Jinan's public sphere survey before 1904, mainly concentrating on the charit and the private education ,the old organization and so on.Secondly, Analysized Jinan public sphere structure from 1904 to 1919. This part is the main body of this article . At the end of the Qing Dynasty and the beginning of the Republic Jinan's public sphere was an organic complexity of social life.It contained unofficial organization of different kinds of structural style and social function.The article mainly takes the newspaper, chamber of commerce, education as the research objects. The newspaper caused the report event to become the topic which the public discussed through the public report and the commentary, thus presented the public nature and commental function. With the new organization's appearance of taking the chamber of commerce as representative, it caused the traditional social structure to change.
