The cultural industry is the sunrise industry which has the enormous developing potential in 21st century, and then has become the new growing point of economy and the important prop of national economy. China's cultural industry has many potentially competitive superiorities, such as the rich cultural resources, the exuberant market demands, the spiritual demands increased unceasingly, the related industry increased unceasingly, the positive supports from government and so on, What's more, in the past few years, China's cultural industry develop so rapidly, that its strong tendency and its potential have initially revealed the clue. This article evaluates and analyzes the competitive ability of China's cultural industry by three aspects of cultural industry determining factors, how much shares held by the market and the ability of making profits. Because the China's cultural industry starts late, there exists disparity between China and the developed countries, so that China's cultural industry is at the competitively inferior position all over the world. This kind of inferior status directly threatens the national culture security and do harm to the economical development. To get rid of the inferior status, to maintain country's culture security and to guarantee the thriving economy in 21st century, China need take strategies to improve and promote the international competitiveness according to China's actual situation. This article from four aspects elaborated countermeasures that promote the cultural industry. Firstly, deepening the culturally organizational reform: To transform government's functions, to establish the subject status of cultural market, to broaden more investing and financing channels, to perfect laws and regulations, to reform culture industrial policies; Secondly, innovating cultural enterprises' strategies: To optimize industrial structure, to realize the scale management, to draw in the science and technology, to set up the cultural brand, and to pay attention to the marketing strategies of cultural products and cultural service; Thirdly, to re-enforce development efforts in the national culture industry; Finally, educating and training the specially talented persons, Thus enhance the aggregate level of the international competitiveness.This article includes three parts, the first part outlines China's cultural industry the process of the development and opportunities and challenges it faces, and explains Chinese current development conditions of the cultural industry and environment at home and abroad; The second part evaluates and analyzes the aggregate level of the international competitiveness, and so points...
