The Shanghai Vagrants' Training Institution was founded in 1927 in Shanghai. It was the earliest and biggest relief organization which aimed at vagabonds during that time. After its foundation, this organization took a lot of actions to accept and enlighten one of the weak powercommunities---------the vagabonds, such as the founding of workshop and the development ofeducation. This charitable activities were forced to halt since the outbreak of Anti—Japanese War . From then on ,this organization was taken over by the World Red Character organization Shanghai branch, it was renamed the Shanghai Indigents' Training Institution ,it continued to accept and enlighten the vagabonds. During the war times, there were some similar organizations in downtown areas and suburbs in Shanghai, they played an important roles in accepting and relieving the refugee. After the war ,The Shanghai Vagrants' Training Institution was changed into the shelter for refugee and homeless children by Shanghai Relief Administration, later it was enlarged as penitentiary for children .During accepting and relieving weak power communities the charitable organizations that mentioned above had an wide cooperation with the government although they sometimes had some conflictions, and in the reunification of Shanghai society at that time they played an important roles.
