Qing Dynasty Official Job-related Crimes Probe Theory

Anciently, the phenomenon of government officials committing a crime is called "the corruption of official system". As ancient bureaucrat's political "chronic illness", it is an extremely general phenomenon of Chinese feudal society. Clarifying administration of local officials and punishing the corruption are adopted by the past dynasties to maintain safety and stability of society. As far as the official duties crime of the Qing Dynasty is concerned, there is few research made by predecessors. Based on the principle of the modern law and the relative historical materials, the thesis aims at making an original research on official duties crime and supervision policies in the Qing Dynasty.First section explores the official duties crime before the Qing Dynasty to provide the illustration of relative problems in the Qing Dynasty with essential historical background.Second section discusses the six categories of the official duties crime in the Qing Dynasty according to the law and the cases in that period. The first of them is taking bribe. Secondly, officials subjectively bring loss to the country with no bribe. The third of them is defrauding, and the forth is the authority abusing. The fifth is duty negligence and the sixth is administers' crime. The section aims at exploring the feature of the official duties crime in the Qing Dynasty through summary.The third section focuses on the reasons of the incapability of the supervision on the phenomenon. The analysis is from three aspects as follows: 1. The emperor's authority and the privilege. 2. The limitation of the supervision system. 3. The comparatively low salary and spreading of the evil practices.
