Yingzhou, or Liucheng, the zone of transition of physiognomy and climate, two economic conformations of agriculture and stockbreeding between area of south Yellow River and area of North of Great Wall, is a throat place from north China to the northeast of China, and also an important rimland where Dynasties of area south of Yellow River ruled the northeast of China, minority powers came down to the area of south of Yellow River. Early in Tang Dynasty, lots of wars took place in Yingzhou between Tang Dynasty and minority of Qidan and Xi. As the result of the insurgence of minority of Qidan and Xi, Government Office of Yingzhou had to be emigrated to Yuyang of Youzhou twice. In order to control the two minority effectively, and hold down the powerful Turky, Tang government, on one side, continued to govern minorities in northeast of China indirectly, associating with political marriages, garrison and impawning, and on the other side, reinforced the military force in Yingzhou, set up the new rimland defensive systems, which called Pinglu Military commissioner System.In this dissertation, the author cleared up the documents from the history and ethnology angle, analyzed the relations between the changes of capital of Government Office of Yingzhou in early Tang Dynasty and the minority of Qidan and Xi. The dissertation consists of three chapters, they are as follows;The fist chapter is a narration of the geographical transportation and physiognomy in Yinghzou area, and then is a combing establishment evolution of Yinghzou, from which we can see that Yingzhou area is a transportation hinge of the northeast of China, therefore, an important strategic place.In chapter two, the author focuses on the relations between Qidan's defection from Tang government and the capital of Yingzhou moved to Yuyang of Youzhou for the first time in the fist year of Wangtongtianbao during Wu Zetian era(696), and then furthers to analyze the influence of Qindan's defection from Tang government.In chapter three, the author analyzes that Tangxuanzong moved the Government Office from Yuyang to Liucheng, neatened anew the ruling order in rimland in the northeast of Tang government. Because of incessant defection and obedience of Qindan and Xi, and in order to control the two minorities, Tang government reinforced the military force in northeast and continued to govern the minorities indirectly, associating with investiture, political marriage policy, which made a big success.So we can come to a conclusion; as an important political, economic and military center in the northeast area in early Tang Dynasty, Yingzhou acted as an important role in the ruling of northeast area. The changes of its position and institution were influenced by Qidan and Xi,whose two emigration had a close relation with Qidan and Xi.
