The failure policies for ruling Tibet and contradictions made by imperialism on purpose led to the deterioration of relationship between central government and Tibet in later stage of Qing Dynasty, the situation remained unchanged when the National Government of Najing was established and the formal unity of the country realized. The National Government of Nanjing still dedicated to achieving the fundamental principle and purpose of maintaining the government's sovereignty for Tibet and improving the relationship of central government and Tibet. This thesis is divided into four parts, the Committee for Mongolia and Tibet and the fundamental measures for Tibet, the civic construction of Tibet and other parts are discussed in the thesis, comment on the result of the policies for Tibet is also briefly made.The first chapter of the thesis reviews the course to the foundation and evolution of Tibetan-ruling organization in the Republic of China; the necessary factors are discussed in the part, too. The following paragraphs summarize the main ruling measures of the organization in this period. In the third and fourth parts of the chapter, the background, course, organization and function of the Committee for Mongolia and Tibet are discussed. The statement is made according to the time on one hand, while the main concern is to present the influence of Beijing national government to the organization and Tibet-ruling methods of the Committee for Mongolia and Tibet.In chapter two, the important affairs in Tibet and the different policies in response of the Committee for Mongolia and Tibet are separately analyzed and discussed. Under the principle of insisting on the government's sovereignty for Tibet, the committee dealt with affaires flexibly according to different situations, which embodies the committee's strong adaptability to complex and changing administrative environment. At the same time, the analysis on the actual effect of committee's policies on ruling Tibet shows that the relevant factors could influence the Tibet-ruling measures.The civic construction implemented by the Committee of Mongolia and Tibet in Tibetan area and several efforts aiming to keep the stability in Tibet are mainly studied in chapter three. The main tasks of political construction initiated by the committee cover up the setting-up of the organization and involving the education in Tibet. The specific practices and operations during the course are deeply affected by the domestic political situation, which prove the fact that close ties on such aspects as politics, culture, and so on, had been set up between our motherland and Tibet.Chapter four primarily summarizes and generalizes the success and failure and the characteristic of the ruling policies made by the committee, various factors which led to the failure are especially discussed, my conclusions to the failure attempt to show historical limitations imposed on people's thought and other contingency factors all contributed to committee's policies on Tibet.In general, at the beginning of the establishment of the Committee Mongolia and Tibetan, on the basis of the relative steady domestic environment and active policies for ruling Tibet of the government, the committee's responding flexibility had been reflected. However, with a series of crises such as anti-Japan war, the government must shift their focus; therefore, the committee's positive measures for Tibet could not get the substantive support from national government. The situation of "the fatigue of ruling Tibet" was inevitable, leading to the lost of many opportunities.
