Based on American declassified documents and archives, the dissertation tries to open out a panorama of U.S. aid policy towards Tibetan separatists in the sixties of 20th. That policy was an outcome of American policy to contain China by Tibetan separatist action as a part of U.S. cold war strategy. Under the direction of NSC series, CIA made paramilitary aid policy to Tibetan separatists after Tibet Rebellion. The U.S. government also promoted to internationalize Tibet Issue by U.N. which produced a series of Resolutions. Those above makes the main contents of U.S. aid policy towards Tibetan separatists.U.S. paid closer attention to the risk and value of that aid than "Tibetan independence". Taking national interest into account, U.S. had made corresponding adjustments according to the development of part interest and situation. Tibetan separatists became the victim of those modifications.This dissertation includes four sections as follows:Section 1 analyses the cause and background of U.S. aid policy to Tibetan separatists, including early contact between U.S. and Tibet; American containment policy towards China; NSC5412 and CIA's secret aid action to Tibet.Section II mainly discusses CIA's plan of highway harassing attack and air drop in Tibet and CIA's aid policy towards Tibet guerrilla force in Mustang.Sectionlll expounds U.S. Government's promotion to internationalize Tibet Issue, including U.S. assistance to "Tibet independence"; U.S. interventions with Tibet Issue by U.N.Section IV expounds American aid policy to Tibetan separatists after Sino-India war in 1962, including U.S. & Indian' s aid to Mustang Tibetan separatists and intelligence corporation in Tibet; the last attempt of U.S. Government's promotion to internationalize Tibet Issue; the epilogue of U.S. aid policy to Tibetan separatists.
