With the social changes as the entrance, the thesis discusses the relationship between the New Administration at late Qing Dynasty and regional modernization in Jiangxi Province conbining with historical and political theories and methods. The thesis develops from three aspects: firstly,under the background of the New Administration pursued by the central government at late Qing Dynasty, the thesis probes into the necessities and possibilities of the New Administration in Jiangxi Province; secondly, the thesis relates basic contents of Jiangxi New Administration at late Qing Dynasty from such four aspects as economy, politics, military, culture and education; thirdly, the thesis lays stress on the relationship between the practice of the New Administration and social changes in Jiangxi Province. After the development, some conclusions can be drawn: firstly, local governments are duty-bound to organize,manage and promote social economy in the localities; secondly, vigorously governmental action is of great importance to promote social and economic development of inland areas, in a sense it even plays a deciding role; thirdly, the New Administration in Jiangxi Province at late Qing Dynasty lays pretty solid foundation for the modernization in Jiangxi Province.
