Reflections On The Reform Of China's World Heritage Management Strategy

The world heritage is the outstanding samples of human wisdom and human masterpiece. The world heritage means the unique and non-renewable resources which signify the present and future of human history. These heritage are regarded as the common heritage of mankind on the world. They have the property of public ownership and should be protected permanently.The management of the world heritage in our country still has not formed a management system that can meet the world heritage protection within micro legacy system or macro management environment. In recent years ,most of the world heritage have carried on the scenic management .undeniably , these management experience effects on a significant role in the protection of world heritage. However, we must realize the difference between scenic management and heritage management. Building a truly model that adapts to china's world heritage management system is what we have to consider.This paper is divided into 5 parts:Part1 (chapter I) this part has first made a general introduction of the world heritage in our country and the protect system of the world. then, expounded background and purpose of the study, and looked back the development of domestic and international research condition. Finally, elaborated the research frame, innovation and technique of the full text.Part2 (chapter II) this part has discussed the theoretical foundation of developing the world management system. The key points are property theory , interest related theory and strategic management theory, as well as the relation between them and world heritage.Part3 (chapter III) this part has made introduction and comparison by listing the American national park management system, the Japanese natural park management system and the Canada national park management system for representative. Then, explored the inspiration for our heritage management system on future.Part4 (chapter IV) this part has reviewed on the present world heritage management in our country. Then evaluated two typical kinds of management model ,that is, traditional management model and the listed company management model.Part5( chapter V) at the end ,based on our condition, this part explores the possible ways to resolve question in our world heritage management . for example, we should reformed the organizational structure of management system , adjusted the government function and operation system ,thus carried out the protection usage of world heritage.
