With the development of society, people become more esthetical-driven in their daily life. With the popularity of higher education, as one important approach of esthetic education and as one main method of popularity of music education, general music education in higher institutions plays more and more important role in the improvement of the entire quality for the college students and of the social humane quality of the general public. Therefore, the research for the development of general music education in higher institutions is of significance.Based on the developmental experience of modern national music education, the development of general music education in higher institutions, preconditioned by realizing the educational significance of improving the general music education in higher institutions in the new era, should attach attention to the development momentum in this field at home and abroad in order to further update the teaching ideology with which the educational content of music should be positioned appropriately and be adapted to the times.This paper, guided by the relevant documents, namely, The General Outline for National Art Education and The Proposals on Populating the Art Education in General Higher Institutions, selects four representative universities in Hunan and analyses the present situation of general music education in higher institutions. The paper is divided into three parts, that is, the first part is to investigate and analyze the present educational situation of four higher institutions in Hunan Province, i.e., Hunan University, Hunan Normal University, Jishou University and Huaihua College in the following aspects, i.e., the institution resources, the faculties and students to find out the problems in the general music education in the four universities; the second part is on the research of methods for pushing forward the general music education in higher institutions, optimizing the institutional resources and the faculties in the general music education in higher institutions, to improve the musical quality of the college students for the all-around construction and development of general musical education. In the aspect of institutional resources, we should start with updating teaching ideaology, enhancing teaching management, optimizing the setting of courses, setting teaching content, reforming teaching methods and clearing teaching evaluation. In terms of faculties, we should start with the cultivation and introduction of teachers. To improve the musical quality of students, we should start with the cultivation of the sense of athletics, innovation, lofty morality and practical skills. The third part is to set a perspective for the normalization, standardization and division of the general music education in higher institutions through the analysis of the features and problems mentioned in the previous two parts.
