With the development of computer technology and the construction of the network in recent decades, the network has cast its influence on all areas of human life, that's changing greatly our way of life and cultural values. The change is mainly typified in the way that the Internet enables us to live in a cyber space where virtual space overlaps with reality. Art museums in the Internet age can be divided, in accordance with different carriers into traditional art museums existed in the real world and network art galleries survived in the virtual world. Cyber art museums are accompanied construction by the digital exhibition halls, which are combined products of science, technology and art in the Internet age, as well as, a new form of art museums. Cyber art museums, catering the needs of different people, the system which may replace at any time and provides consultation, display, education, scientific research, entertainment and a number of other application services for the public. It promotes its rich collecting resources, new research production and new people's new works to the world, let it is well-known and enjoyed by all the people and strengthen the social functions of the art gallery.Cyber art museums'largest feature is lifted"human spirit". Because of the use of network technology, it liberates and develops the cultural productivity. On microscopic view, individual's independent ideas and personality are respected which is conducive to realize personal value; on microscopy, cyber art museums builds an equal communication platform between the public and the authority. The speaking right not only mastered by the official agencies and interests group which are represented the elite class, but also expands to the public. The public's rights to know all kinds of artistic activities, express, participate and supervise; these have been further demonstrated in cyber art museums.The public sphere is the concept that is first mentioned by German ideologist Hagerman. Simply speaking, it is actually a public forum for discussion and debate. Network as a huge of"public space"provide the possibility to build"public sphere"for the numerous small websites.Using the standards of public sphere to review cyber art museums, we will find out that although cyber art museums has the three basic conditions, which are open space, a wide range of public and public opinion. If we meet the three conditions, it still remains at low levels, which cannot create a strong public opinion. Furthermore, cyber art museums in the social life are marginalized, so it is bound to create cyber art museums on the brink of the virtual world."Artistic freedom, justice, tolerance are the qualities and principles in open society and these make sense of a social practice only in the establishment of a legal structure."In the current circumstances, though many conditions for cyber art museums to build"public sphere"are not perfect and construction of building"public sphere"in the form of structure is quite loose, as China's political democratization and liberalization process accelerates, the transition of cyber art museums'"public sphere"is the general trend. The growth of cyber art museums and the formation of art and culture of "public sphere"show a symbiotic relationship of coexistence indeed. How to use network's unique characteristics of multimedia, interactive, open, anonymous to break one-way thinking in the survival limitations and thinking mode to achieve cyber art museums on the network's"cultural public sphere", this paper tries to explore the issue.
