Nowadays, the whole society has been stepping into the information era, so information literacy has become one of the fundamental capabilities of information society. The acceleration of the total amount and updating speed of scientific knowledge has inevitably put forward definite requirements to talent-culturing of this era , which makes it very difficult for the traditional English teaching approaches to adapt to the demands with higher education in this era, which will necessarily calls for the corresponding reform in college English teaching. For the pivot of reform is the teacher, consequently, comparatively higher information literacy has been the radical competence of college English teachers.The materials have shown that, currently, there are very few researches on municipal college English teachers'information literacy, which results in the lack of the theory of enhancing their information literacy, and immensely affects the quality of training. Thus, the college English teachers can't efficiently take advantage of information technology for their teaching and research, so that there are obstructs on the way of informationization in education. Therefore, this dissertation has been equipped with both theoretical and practical significance in aspects of what information literacy the municipal college English teachers have possessed, what kind of information literacy they should have, and how to promote college English teaches'information literacy, and other related issues.Some researches have revealed that overwhelming majority of municipal college English teachers have possessed firm scientific knowledge foundation and some information literacy, but a certain number of municipal college English teachers are weak in information awareness, lack information knowledge, and need to further their information ethic cultivation and the majority of the teachers badly need strengthen their competence of information skills, esp. the capability to integrate information skills with English class. At the same time, both teachers and students have their subjective demand to integrate information technology with courses, and the increasingly perfect informative campus has offered the possibility for the promotion of municipal college English teachers. To bring up the new-fashioned English teachers with modern foreign language teaching abilities, we need promote municipal college English teachers'information literacy.Based on the consideration of the above research, this thesis explores the necessities and feasibilities on municipal college English teachers'promotion of information literacy, and puts forward the corresponding promotion strategies, with the research methods of literature review, questionnaire, interviews, combining with the related concepts, theories, and taking the present situation of college English teachers'information literacy and the influencing factors on its development into account, so as to provide reference and suggestion for the information literacy culturing of municipal colleges .The dissertation puts emphasis on the discussion of promotion strategies of municipal college English teachers, and creatively puts forth and establishes the digital information packet for teachers'development and reinforce the supervising force to enhance job efficiency. In the digital packet, such details are included, as teachers'basic information, promotion goal, promotion content, ways and process to enhance, promotion outcome and reflection, and so on. In the light of the current situation and actual requirements of the teachers, we can determine the near-term target, middle-term and long-term goal suitable for the promotion of all teachers, and select appropriate culturing content in accordance with teachers digital information packet. Speed up to push forward the information campus construction, prepare well for the publicity of information knowledge, and make the library as the main information channel so as to construct a favorable informative cultivating environment. Explore various effective training ways as combining preservice study with on-the-job training, meshing specialist training and autonomous study, corporating intercollegiate training and school-based training, and weding long-range study and short-term training, etc., and encourage teachers to carry out educational scientific research on information, and instruct practice with theory so as to enhance information literacy. Push forward diversifying mutual aid and co-operation modes as between English teachers, between English teachers and education technology staffs, and between English teachers and students, and pay attention to Raise lifelong learning ability and be persistent on it, so as to continuously improve your information literacy. Constructing polynary evaluation system should carry on the comprehensive assessment, and pay attention to process evaluation, which might represent the pluralism of evaluation modes, care about the individual differences, and encourage the participation of teachers, etc.Based on the research, finally, in order to promote municipal college English teachers'information literacy as quickly as possible, the thesis calls for the provincial-level administrative departments of education, municipal colleges and English teachers to make joint and practical efforts to achieve this goal.
