Before And After The End Of The Cold War Comparison Of The Characteristics Of Japan And Asean Countries Cooperation

Since the 21st century,the cooperation between Japan and ASEAN countries has for the first time turned from economic cooperation into all-round cooperation,including political,security, military cooperation,the level of cooperation have undertook a qualitative change compared to that before the end of the Cold War.This confirmation of deep-cooperation situation between the two sides is the results of theirs gradually promotion for more than four decades,especially the changes before and after the end of the Cold War,made it possible for Japan and ASEAN countries to deepen cooperation in the future.It can be said that the current cooperation between Japan and the ASEAN countries is succession and transformation of the cooperation before and after the end of the Cold War.Through comparison of the Japan-ASEAN cooperation's characteristics before and after the end of the Cold War,we can clearly see how the changes of cooperation between Japan and the ASEAN countries influence their current cooperation.In this paper,I explained from three parts,which are,the process of cooperation between Japan and ASEAN countries,the same points and the different points of theirs cooperation before and after the Cold War.Firstly,I explained the process of Japan and ASEAN countries cooperation.Firstly, cooperation during the Cold War time,mainly focuses on economic,and with the exploration of political,security cooperation.Secondly,after the Cold War,Japan's cooperation with ASEAN countries changed from economic cooperation to the all-round cooperation,the goal that Japan leads Southeast Asian regional affairs becomes more explicit.Secondly,I explained the same points of the cooperation between Japan and ASEAN countries before and after the Cold War.First,Japan always wants to lead affairs of the Southeast Asian regional.Since the 80's of last century Japan has made it the national strategy to become the political power,in the process of Japan's cooperation with ASEAN countries,it always wants to take a leading role in the Southeast Asian regional affairs.Second,the factors of the United States could not be shaken off.Japan,as one of allies of the United States,have adopted a policy which is attached itself to the United States for most of the time of post-war. The cooperation between Japan and ASEAN countries,to a large extent,is influenced by the impact of the United States.Third,the ASEAN strategy's requirement in different time.During the Cold War,ASEAN depended on Japan to counter Su-Vietnamese forces' expansion.After the Cold War,in accordance with changes in the international situation,ASEAN developed a strategy of power balance,which more depend on Japan to balance influences of the United States,India and other large countries in the region.Fourth,the duality of the cooperation between Japan and ASEAN countries.In the development process of Japan-ASEAN relations, Japan,on the one hand,adopted an overall policy.On the other hand,Japan would also focus on the relationship with each ASEAN member countries.In the end,I explained the differences of the cooperation between Japan and ASEAN countries before and after the end of the Cold War.Firstly,Different backgrounds.Before the end of the Cold War,the US-Soviet hegemony are the driving force for Japan and ASEAN countries' cooperation.After the Cold War,international order was re-adjusted,the development trend of world multi-polarization,further deepened the cooperation between the two sides. Secondly,the cooperation has different contents.Before the end of the Cold War,Japan and ASEAN countries' cooperation mainly focuses on economic cooperation,with the exploration of political,security cooperation.After the Cold War,Japan's cooperation with ASEAN countries changed from economic cooperation to political and security cooperation.Thirdly,to guard against different targets.Before the end of the Cold War,Japan and ASEAN countries are under the bipolar system,their co-operation was to guard against the Soviet Union.After the end of the Cold War,Japan and ASEAN all view China's rise as a threat to their own.Therefore,the cooperation between Japan and ASEAN countries after the cold war have the intention of guarding against China.Fourthly,different steps to implement the ultimate goals.Japan during the Cold War tried to compete directly with the United States for the initiative in Southeast Asia. After the Cold War,because of economic recession,Japan adopted the way of associating with the United States to achieve the ultimate goal.Fifthly,the ASEAN countries' cognitive to Japan have changed before and after the Cold War.During the Cold War,because of World WarⅡwhen Japan invaded the Southeast Asia,the ASEAN countries had the prevalence of anti-Japanese sentiment and the wariness about Japanese militarism.In the post-Cold War,the ASEAN countries have begun to move away from the historical factors and changed their views of Japan.Sixthly,their cooperation faced with different challenges.During the Cold War,under the bipolar pattern of hegemony,the Japanese cooperation with the ASEAN countries faced the main challenges from intra-ASEAN.And after the Cold War,the Japanese cooperation with the ASEAN countries are faced with the full range of challenges,including the United States,China, Australia and ASEAN member countries.In short,Japan,as the only developed country in Asia,after the war has not shaken off the status as a "economic power,political dwarf".This is against its national strategy goals to become a political and military power.Japan implements its national strategies on the base point of South East Asia,as in the way it requires to grasp the initiative of the cooperation with ASEAN at any time.
